Quality and Education Initiatives

To effectively increase the quality of early care and education for thousands of children in Broward County, ELC Broward employs an innovative model of continuous quality improvement. The Quality and Education team provides coaching and technical assistance to directors and teachers with a focus on CLASS (Classroom Assessment Scoring System), VPK, developmentally appropriate practice, and child assessment (Teaching Strategies GOLD). 

This team of multi-faceted coaching specialists allows us to grow and adapt to the changing needs of the community. Their investment in your success supports our ultimate goal that all children in Broward County, regardless of zip code or family income, receive the same high-quality early childhood experience and are ready to succeed in school.

Early Learning Florida
Developed in partnership with the Florida Office of Early Learning and the University of Florida Lastinger Center, Early Learning Florida is a statewide professional learning system designed to develop your professional knowledge and skills for the classroom more effectively. Early Learning Florida connects educators to excellent research-based courses, high-impact resources, and targeted support tools proven to significantly improve program quality, teacher and child interactions, and child learning and development.

Early Childhood Educator INCENTIVE$ Florida
Research shows that teacher education levels and turnover rates affect children’s learning and development, and the quality of care they receive significantly increases when teachers are better educated. INCENTIVE$ provides education-based financial support to early childhood educators working with children between the ages of birth to five. It is designed to provide young children with more stable relationships with teachers (a key component of quality) by rewarding teacher education and continuity of care. The Early Childhood Educator INCENTIVE$ Florida program is funded by ELC Broward and administered by the Children’s Forum

ELC Broward coaching specialists provide monthly community-wide trainings which are hosted at our ELC Broward office, Gulfstream Early Learning Center, and other targeted locations. These include a Saturday series and multiple evening options on a wide array of ECE topics linked to CLASS. Online trainings using the Go To Webinar platform expand our reach and offer additional training opportunities across the community. Our team of specialists is constantly developing new content based on training we receive and feedback regarding your specific needs.

Certificates are awarded after each in-person training at the end of the presentation. Certificates are emailed to attendees after each online presentation. Attendees are given in-service hours for all trainings facilitated by ELC Broward staff.

Our team of VPK Coaching Specialists provides monthly community-wide trainings on all areas of development that encompass the standards and kindergarten readiness. These trainings are hosted at our ELC Broward office, Gulfstream Early Learning Center, and other targeted locations to ensure we provide opportunities throughout the county. Each VPK training offers an Office of Early Learning website component. All participants are shown how to access resources including the standards, lesson plans, and videos of teachers implementing the standards.

  • Integrating the Standards: Phonological Awareness addresses child development of phonological awareness skills among a continuum and identifies activities and teaching strategies to enhance children’s learning in this area. 
  • Implementing the Florida Standards in Preschool Classrooms: 3 Years Old to Kindergarten addresses language development, standards, and benchmarks. 
  • Language and Vocabulary Development for Preschoolers: Scaffolding (LVP1) addresses how to expose young children to a wide variety of vocabulary words, and to encourage the use of every opportunity during the school day to build language skills.
  • Language and Vocabulary Development for Preschoolers: Book Embedded Vocabulary Instruction (LVP2) addresses how to facilitate vocabulary teaching and learning. 
  • Language and Vocabulary Development for Preschoolers: Think, Show, Tell, Talk (LVP4) addresses how to promote language and vocabulary development by using a specific routine to label objects or actions during daily classroom routines. 
  • VPK Assessment Instruction Implications demonstrates how to link assessment results to individual children and in-class planning.

VPK Providers on Probation who chose the DOE-Approved Staff Development Plan must participate in four Instructor-Led or Online courses: Standards for Four-Year-Olds, How to Administer the Florida VPK Assessment, Emergent Literacy for VPK Instructors, and Language and Vocabulary in the VPK Classroom.
