To effectively increase the quality of early care and education for thousands of children in Broward County, ELC Broward employs an innovative model of continuous quality improvement. The Quality and Education team provides coaching and technical assistance to directors and teachers with a focus on CLASS (Classroom Assessment Scoring System), VPK, developmentally appropriate practice, and child assessment (Teaching Strategies GOLD).
This team of multi-faceted coaching specialists allows us to grow and adapt to the changing needs of the community. Early Learning Florida
Developed in partnership with the Florida Office of Early Learning and the University of Florida Lastinger Center, Early Learning Florida is a statewide professional learning system designed to develop your professional knowledge and skills for the classroom more effectively. Early Learning Florida connects educators to excellent research-based courses, high-impact resources, and targeted support tools proven to significantly improve program quality, teacher and child interactions, and child learning and development.

Early Childhood Educator INCENTIVE$ Florida
Research shows that teacher education levels and turnover rates affect children’s learning and development, and the quality of care they receive significantly increases when teachers are better educated. INCENTIVE$ provides education-based financial support to early childhood educators working with children between the ages of birth to five. It is designed to provide young children with more stable relationships with teachers (a key component of quality) by rewarding teacher education and continuity of care. The Early Childhood Educator INCENTIVE$ Florida program is funded by ELC Broward and administered by the Children’s Forum.

Stay Up to Date on SRPA and CLASS Happenings…
During the 2018 legislative session, the Florida Legislature passed a bill (HB 1091) that increases quality and accountability in the School Readiness Program. The Office of Early Learning (OEL) and Early Learning Coalition of Broward County partnered in the implementation of HB 1091 which is now called School Readiness Program Assessment (SRPA).
What is SRPA?
SRPA stipulates that SR providers are required to have a program assessment using the identified tool, CLASS®, Classroom Assessment Scoring System. This assessment primarily measures the quality of the classroom interactions between the teachers and the children. Although CLASS Assessments are currently on hold due to COVID, you are still required to submit your Monthly Roster to the coalition on or before the third (3rd) business day of each month in the Quality Performance System (QPS), https://qps.floridaearlylearning.com/
SR contracted providers who:
- Have more than 20% SR children
- Have received a CLASS 1 violation
- Have Opted – In for the Differential
